A Warning About Empty Threats

The Khmer proverb ឆ្កែព្រុសមិនដែលខាំ reminds us that loud words are not always followed by action. It encourages calm judgment instead of fear, teaching that those who make the biggest threats are often the least likely to carry them out. Like many Khmer proverbs, it draws its wisdom from everyday village life and careful observation of animals.

From the Village to Everyday Wisdom

The image is easy to understand. In Cambodian villages, dogs often bark loudly when strangers approach a house or a pagoda. Their noise serves as a warning, but many of these dogs keep their distance instead of attacking. Farmers and travelers quickly learn to distinguish between loud barking and real danger.

The proverb transforms this familiar scene into a lesson about human behavior. Some people rely on loud threats, angry words, or dramatic promises to intimidate others. In many cases, however, those who truly intend to act do so quietly and without unnecessary display. The saying therefore encourages people to remain composed, assess situations carefully, and judge others by their actions rather than their words.

A Lesson Still Relevant Today

The proverb remains remarkably modern. On social media, people sometimes post aggressive comments or make exaggerated claims that never become reality. In the workplace, a colleague may constantly threaten to quit or complain loudly without ever taking action. Even in business, flashy promises and bold marketing deserve careful evaluation before they are believed.

Rather than reacting to every loud voice, Khmer wisdom encourages patience, observation, and clear thinking.

Similar Proverbs Around the World

English offers the familiar proverb “Barking dogs seldom bite,” expressing the same idea, and “Actions speak louder than words,” which reminds us to value deeds over talk. French has “Chien qui aboie ne mord pas,” almost identical to the Khmer saying, and “Les grands parleurs sont les petits faiseurs,” criticizing people who talk much but accomplish little. Chinese expresses similar wisdom through 会叫的狗不咬人 (Huì jiào de gǒu bù yǎo rén), “A barking dog does not bite,” and 光说不做 (Guāng shuō bù zuò), “Only talking without doing.” What makes the Khmer proverb distinctive is its grounding in the familiar sights and sounds of village life, where barking dogs are part of everyday experience.

The next time someone makes a great deal of noise, ask yourself: are they showing real strength, or only making themselves heard?
