柬埔寨对华免签新政落地:简化通关促旅游,目标吸引60万中国游客

柬埔寨于2026年6月15日启动对华免签试点,中国游客可免签停留14天。新政配合智能通关系统,目标吸引60万中国游客,被视为重振旅游经济、深化中柬关系的里程碑。

柬埔寨自2026年6月15日起正式启动对中国公民为期四个月的免签试点。该政策将持续至10月15日,旨在通过简化入境流程,重振受疫情影响的旅游业,并深化中柬两国的人文与经济合作。

政策核心:14天免签与“刷护照”通关

根据新政,持中华人民共和国护照的公民可免签入境柬埔寨,单次停留不超过14天,且在试点期间允许多次出入境。旅客无需申请签证或支付签证费,仅需在抵达前在线填写“柬埔寨电子入境卡”(Cambodia E-Arrival Card)。配合此政策,柬埔寨已在金边和暹粒的国际机场启用智能通关系统(Smart Gate),中国游客可“刷护照”快速通关,整个过程仅需数分钟,大幅提升了入境效率。

目标与预期:瞄准60万中国游客

柬埔寨旅游部长华哈(Huot Hak)表示,希望此举能推动今年中国游客人数突破120万人次,并在免签试点期间吸引至少60万中国游客到访。官方统计显示,2026年前四个月,柬埔寨已接待中国游客331,199人次,中国已成为其最大外国游客来源国,体现了中国市场的巨大潜力。

广泛反响:商贩与司机期待“红利”

新政在当地引发了积极反响。在金边国家博物馆附近售卖纪念品的商贩Lim Sreymom期待此举能带动销售,认为“免签试点将重振旅游相关业务”。德崇国际机场的出租车司机Heang Senghan也表示,这将带来更多乘客,为交通运输、酒店和餐饮业创造就业机会。

深度考量:特殊性、安全与复苏

柬埔寨旅游部长华哈特别强调,“中国是柬埔寨最重要、最特殊的朋友”,因此成为首个获得免签待遇的国家,凸显了该政策在双边关系中的特殊意义。

针对外界对安全的担忧,柬埔寨移民总局总监宋威斯纳(Som Visna)表示,从中国直飞的游客风险较低,但会对长期居住在第三国的中国公民进行更严格的抽查,以防止政策被滥用。

此次免签政策被旅游业界视为“里程碑式的发展”,是柬埔寨在2025年接待超120万中国游客(同比增长41.5%)基础上,进一步提振旅游经济的关键举措。
