1. Escalation of Border Conflict with Thailand

Heavy fighting erupted along the Cambodia-Thailand border, starting July 24, with both sides accusing each other of initiating attacks. The violence involved artillery, rocket fire, and reportedly airstrikes by Thai F-16 jets. Both countries suffered civilian and military casualties, with over 130,000 people displaced in Thailand and around 4,000 in Cambodia. The border tension is rooted in long-standing disputes dating to colonial-era demarcations.

2. Civilian Impact and Humanitarian Concerns

Several hospitals in Thailand’s border provinces had to be evacuated, and hundreds of schools in Cambodia were closed due to safety concerns. Civilians on both sides suffered deaths, injuries, and property damage, with claims of both armies using civilians as shields near conflict zones. Martial law was declared in Thai border districts to help manage the crisis and evacuate residents promptly.

3. Accusations of International Law Violations

Both governments accused each other of breaking international law. Cambodia claimed Thailand used banned cluster munitions and committed war crimes during the attacks, while Thailand accused Cambodia of attacking hospitals and using civilian areas for military operations. Both sides called for international condemnation of these alleged actions.

4. Diplomatic and International Responses

The United Nations Security Council scheduled an emergency meeting to address the crisis, and France publicly called for violence to stop and dialogue to resume. Malaysia and other ASEAN members discussed possible mediation roles, though Thailand expressed a preference for direct, bilateral talks with Cambodia. The situation remains tense, with both sides mobilizing support at the international level.

5. Political Fallout and Domestic Reactions

Diplomatic ties suffered, with Thailand recalling its ambassador and expelling Cambodia’s envoy. The political leadership of both countries faced strong criticism at home and from neighboring ASEAN nations. Social media and local news highlighted civilian suffering and the urgent need for peace.

6. Broader Regional and Historical Context

The fighting centers on a disputed border region, especially around historic temples, reflecting longstanding territorial arguments. Both sides reference past incidents—such as landmine injuries and prior clashes—as evidence of continuing disputes. This crisis risks drawing in other regional powers and undermines ASEAN’s image as a peace broker.

Additional Developments in Cambodia

7. Growth Forecast Revised Downward

Cambodia’s projected GDP growth for 2025 was reduced from 6.0% to 5.2% due to escalating U.S. tariffs, global trade uncertainties, and a slower tourism recovery. The country remains vulnerable to external shocks, but domestic consumption is steady and inflation has dropped to 2.5%.

8. Major Infrastructure Initiatives

New projects were launched or advanced, including the Techo International Airport, Sihanoukville Port Expansion, Phnom Penh Logistics Centre, and Kampot International Tourism Port, as part of economic diversification and efforts to attract more investment.

9. Vibrant Arts and Culture Events

Phnom Penh and Siem Reap hosted a lively schedule of arts events: the “Golden Goddess” group show at the Plantation gallery, contemporary exhibitions at River Gallery and Romchiek 5, and poetry readings and public art workshops, highlighting the country’s thriving creative scene despite national tensions.

10. Professional and Networking Events

Groups such as EuroCham Cambodia hosted professional training (e.g., “Advanced Professional Communication” on July 24) and networking sessions for entrepreneurs and creatives in Phnom Penh and Siem Reap.

11. Academic Policy Forum on ASEAN

The Cambodian Center for Regional Studies organized a high-profile roundtable with diplomats on July 18, focusing on ASEAN’s security challenges amid regional tensions, and Cambodia’s evolving role in the bloc.
